Trump's Progressive Alarm Misses Europe's True Danger: Economic Decline.

Donald Trump's security policy document offers a flawed view of the European Union. The document asserts that open-border policies and what it terms "progressive" agendas represent an grave threat to the continent's identity. Yet, this argument rests on a serious misinterpretation of the reality. The actual challenge confronting the EU is not societal but economic and technological lag.

A Glaring Growth Gap Separating Europe and the US

The data reveal a stark picture. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a mere thirteen and a half percent growth for the EU. During this time, European income per person fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now boasts a greater average income than major European economies like France and Italy.

Today, roughly half of the world’s top fifty tech companies are US-based, while a mere four are European.

The Innovation Deficit: A Critical Question

The growing economic gap is driven by stronger productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. In the last fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with just 14 in Europe.

This disparity prompts a vital question: As the competition for future industries like semiconductors, AI, and fusion energy, where does the EU stand? Most analysts concede it is essentially a two-horse race involving the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major reasons explain this technological divide.

  • Venture Capital: The United States has a much more robust and agile network for financing new ventures. Europe still lacks a genuine capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A US startup can launch a service under one regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among 27 separate systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, business failure was historically viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, one can find reasons for optimism. European leaders are increasingly aware of the existential challenge and have started to propose serious reform. Notable reports on EU competitiveness and the internal market highlight the need for sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths might enable much higher levels of business-led breakthroughs.

The continent still possesses significant advantages: skilled workforce, top-tier schools and universities, and world-class labs. Alongside a large internal market and high savings rates, these foundations could unleash a new wave of venture creation.

Crucially, even if Europe does not take the lead in creating cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. But, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
